HR Manager, Operations

KEY ACCOUNTABILITIES:

  • Develop and implement HR policies and procedures in conjunction with plant HR team by reviewing the China labor legislation, corporate and regional guidelines and business requirements so as to create a fair and transparent human resources environment for the organization and employees.
  • Work with Operations Director China and plant/site General Managers in planning and controlling HR budgets, including headcount, salaries and benefits so as to ensure that resources are employed in an effective and efficient manner.
  • Recruit the right candidate timely as required and within budget by working closely with users on the people requirement, identify route to the talent and monitor the interview process to make sure the right candidate is recruited to support the achievement of business objectives.
  •  Develop and maintain a competitive compensation plan for Operations by analysing market trends, formulating merit programs and monitoring salary progression of talented employees to attract and retain the right talents.
  • Develop procedures and processes, monitor and analyse the payroll and benefit programs by reviewing plant local requirements and monitoring the implementation so as to ensure correct and timely delivery as well as legal compliance.
  • Educate and coach line managers in people management by providing advice and consultation as well as support on organizational change, follow up the performance management process and carry out appropriate study on the appraisal results and build recommendations on employee development plan to facilitate the goal of building employee excellence so as to ensure fair and equitable treatment to employees by the managers.
  • Ensure legal compliance of all HR practices by close liaison with local Labor Bureaus, attend to labor inspections/disputes and constant review/update of practices and programs so as to maintain the image of a responsible and fair employer in the community we operate.
  • Assesses current HR practices, policies and programs effectiveness and redesign as needed to meet business requirements
  • Assists in managing succession planning, training & development needs and follow ups in conjunction with Operations Director China, HR Director China and HR Managers by providing strategic input and detailed information. Enhance the use of talent management tools & leadership development tools, work with plant/site managers in identification, development & retaining a pool of talents
  •  Work with Operations Director and HR team in the identification and evaluation of appropriate learning interventions including core programmes that will address gaps in employee knowledge, skills and leadership competences
  •  Facility the organization design of operations in ensuring the appropriate organization structure is in place to ensure work force optimization
  • Maintain a harmonious and co-operative employee relationship by promoting / facilitating communication between employees,line managers and management so as to prevent the occurrence of individual or collective disputes.
  • Other ad hoc assignment by supervisor due to sound requirement

 

PERFORMANCE INDICATORS:

  • Attainment of HR annual budgets and KPIs
  • Quality and timeliness of development and implementation of HR plans and strategies
  • Timely HR service delivery to the internal client
  • Strong functional relationships, both internally and externally
  • Legal and corporate policy compliance

 

Education, qualifications and training:

  • University degree or comparable education in HR management or business administration
  • Deep understanding of labor compliance
  • Knowledge of total HR system.
  • 8+ years of HR working experience with JV or MNC.

 

Experience or skills required:

  • Min. 3 years of HR function management (preferred Manufacturing)
  • Excellent interpersonal and communication skills with strong ability to influence
  • Business Acumen, Result Orientation
  • Experience in a change environment developing and implementing Best Practices for HR system and processes.
  • Ability to manage changes and achieves timely result with limited resources
  • Managing Business Enterprise /Business Acumen
