Retail Credit & Risk Manager

MAJOR PURPOSE:

  • Manages the retail credit acceptance process and portfolio quality for a new business/division(a smaller one at the early stage and then be a larger one in one or more than one year). Participates in and implements tactical plans, polices, procedures and process improvements. May include service processes.


MAJOR DUTIES:

  • Take the lead to establish and maintain the process and controls for the acceptance and processing of the retail credit transactions by developing the policies and procedures to perform the applicant’s information validation, applicant’s credit history check, field investigation report analysis, applicant’s financial strength and profitability review, application quotation review, dealer evaluation and the relevant assessment procedures according the characteristics of the transaction.  
  • Apply the company policy on finance lease authorizations and required rules to guidance and practice in the course of developing and managing the retail credit acceptance process and controls to enhance the quality and profitability of the portfolios.
  • Enhance the operational performance effectiveness and efficiency by periodical reviewing the process to identify the procedures or steps which don’t address the quality or the efficiency of the acceptance process and control and by process improvement planning to implement the solutions to better the operational performance and by providing advice on how to efficiently and effectively utilize the IT system to manage the retail credit & risk management process.
  •  Perform the effective and efficient assessment activities to have the acceptance & risk report for the retail credit application where difficult policy questions or complex credit scenario may require strong rational analysis/assessment for approval or rejection.  
  •  Play an active role to properly action against the fraud or any non-policy-compliance activity to prevent, detect, and minimize losses due by appropriately performing periodical review on the approved applications to identify any discrepancy with the policies, double-checking on the transactions with irregularity, coordinating with departments of operation, legal and marketing to trigger the recovery activities.
  • Contribute to develop the company marketing programs by providing useful advice on the pricing management based on the experience or information from the risk assessments for the performance of the existing portfolios and by calculating risk on chattels financed to suggest the extent of subsidy required for equipment departments or dealers and by gathering market information on equipment values and maintaining a high level of agricultural and construction equipment knowledge and maintaining a sound knowledge of China agricultural markets, construction industry and commodities generally.
  •  Establish effective and efficient communications with dealers, Area Sales Managers, Settlement Officers, equipment marketing department and other relevant departments or positions to ensure good business relationships with all kinds of related parties to address the department’s high performance to have the quick acceptance process with high-quality risk assessment.
  •  Responsible for preparing and monitoring the department budgets and administers personnel matters within staff area.

Technical Skills & Knowledge:
Specialized skills, knowledge and abilities needed to perform the essential functions of the job.

  • Credit evaluation and leadership skills. - Performs more complex functions, understands principles, may teach others.
  • It is highly preferred for the experience of credit and risk management for Finance Lease company (like finance lease company in the industry of construction equipments) or Auto Finance company or bank (具有融资租赁 <如:工程机械融资租赁>、汽车金融以及银行业务信贷风险管理经验者从优).
  •  Knowledge of legal and compliance issues governing a process or set of processes. - Performs more complex functions, understands principles, may teach others.
  • Knowledge of market(s) distribution channels and customers. - Performs more complex functions, understands principles, may teach others.
  •  Knowledge of operational systems, accounting and process improvement methodologies. - Performs more complex functions, understands principles, may teach others.

Education:
Formal education or training required to perform the essential functions of the job. Includes degrees, certifications, licenses and/or registration requirements.

  •  Degree in a Business/Management discipline or equivalent experience. - University Degree (4 years or equivalent)
  •  Degree in an Accounting/Finance discipline or equivalent experience. - University Degree (4 years or equivalent)

Relevant Work Experiences:
Type and amount of experience necessary to perform the essential functions of the job. May include specific roles and/or an understanding of a particular function, organization, industry or product line.

  •  Credit acceptance or related experience. - 8 - 10 years
  •  Managerial experience, which includes leadership, issue management, motivation and/or team building. - 4 - 7 years
